Addressing Barriers to Action

Building Resilient Communities and Protecting Canadians

Building resilient communities and protecting Canadians from the impacts of climate change is a Government of Canada priority.  Extreme heat is a critical climate risk to the health of Canadians.


Health authorities and Canadians rely on Health Canada guidance to protect the health of those most at-risk in society.  Health Canada is responsible for working with provincial/territorial and local level health authorities to protect health from extreme heat and ensure they have the evidence-based knowledge they need to take effective action.  Preventing heat illness and eath can also support reducing downstream health care costs.

The Barriers

  • Provincial/territorial and local-level health authorities and other stakeholders are seeking support from Health Canada in addressing extreme indoor heat.  However, current heat health guidance does not sufficiently address the risks posed by extreme indoor heat, despite most heat deaths occurring indoors.
  • Addressing heat health is also a health equity issue.  Most deaths occur in vulnerable populations - elderly people with chronic and/or mental illnesses, socially isolated, etc.  Addressing heat illness also supports federal health equity objectives.
  • The Government of Canada does not hae heat physiology laboratories and relies on university-based partners to support the development of the evidence base to fulfil its role.  uOttawa is uniquely positioned to help address existing evidence gaps.
